Restore after a virus crush using backup.

Friend of mine has a PC with XP.
He has a lot of programs installed on top such mobile phone aplication, router
driver Nero for DVD writer you name it. Xp partitionis is 15GB and 70% full.
My VISTA on compaq presario has same problem.
In case of a crush or VIRUS crush I need weeks to resore to before crush.
I see there are Acronis and Norton etc BACKUP/RESTORE programs.
I expect that windows should have its BACKUP/RESORE program FREE
like virtual PC.
I have a RESTORE DVD taken when I had my pc which does not restore
another pc's. I should be able to take another DVD backup current state
of my PC.
WHY MICROSOFT DOES NOT PROVIDE a backup/restore program?
