Restarts continuously

I had attempted to run chkdsk while in Windows but it told me it couldn't
because it needed to have sole access and prompted if I'd like to run it
when Windows started. I check yes to have it run the next time Windows
restarts and there lies my problem. It just keeps restarting. I can't even
get into Windows in safe mode. I have no errors, it just keeps restarting
after the Window screen appears with the moving bar like it's going to
access the operating system. How can I stop this from happening when I
can't access anything? I'd even like to be able to just get to a dos prompt
like I used to be able to many moons ago in Windows 98. Thanks for your
help!!!! I will be forever grateful for any solution! :)

oops...forgot to mention two very important things....I could not upgrade to
SP2 because some files would not copy due to cylindrical errors and also had
the error of there being no paging file or it was too small. System was
working fine other than the paging file error message received on startup.
Running the chkdsk is my main problem right now! :) Thanks again!

if you can't even reach Safe Mode at all then the only solution is reinstall
windows (if you can). NOTE: <that is the very last solution>

That would be what I had to do in order to get the system back up. I did
reinstall Windows. However, I still have the pagefile.sys problem. I ran a
utility that checked the hard drive and found and fixed a lot of errors. I
also ran a utility to check the RAM, scanned for viruses, ran defrag, etc.
Still the same problem with the pagefile.sys. When I search for the file,
yes, changing so I can view hidden system files, it still is not found. How
do I find one and keep it in the system? By the way, it's not in I386
either. I most definitely must be blind.
