computer restarts continuously

my computer keeps restarting. it gets to the point where my desktop should
come up and restarts. tried starting in safe mode with same results. every
third or fourth attempt to start in safe mode a message will flash for a
split second. after MANY attempts to read this i believe it says:
NOT ENOUGH VIRTUAL MEMORY OR PAGING FILE QUOTA IS AVAILABLE TO COMPLETE THE
SPECIFIED OPERATION.
my problems all started after attempting a simple graphics card
installation. after deleting all display drivers,installing new card,and
restarting like the card manual said, windows would start with a black
screen. i say start because i could hear the startup music and when i put in
my norton systemworks cd which will auto start i could move my mouse around
and hear the sounds the boxes make when my cursor moves over them. apparantly
windows did not recognize the new card even though i had installed the
drivers from the disk that came with it. after that safe mode would not
start, only showing a list of what look like drivers and then hanging once
the screen was full. i attempted a repair of the windows installation but
ended up with a blue screen that said something like "attempting to restart
setup". after checking the web here at work i attempted a repair from the
following site:

this appeared promising because after step 1 i was at least into a form of
windows.
after completing steps 2 and 3 my computer restarted and showed a welcome
screen with my user name to click on. i thought i was happy. after clicking
that a box popped up saying what i believe was that i need to register my
copy of windows asking me now or later. i chose later thinking i was going
straight to system restore and all would be well. my desktop background
flashed for a second and the computer has been restarting ever since. even in
safe mode i get to a black screen with safe mode in each corner and windows
xp service pack 2 at the top center just before restarting again. any help on
this would be greatly appreaciated.

athlon xp 2500+
msi k7n2 mobo
1024kb ddr 3200 memory
western digital 80gb hd
xfx 6600gt 128mb graphics card
dvd rom
d/l dvdrw

I have just installed XFX 6600GT and within a few minutes have had pc restart
but a long beep and failed monitor! I'm on my second monitor now! I was
running Splinter Cell which uses quite a lot of graphics juice so as to test
out the card. I am not sure if this is an overheating issue or a driver
problem - sounds like the latter to me.
