Restarting the XP taking a long time.

It appears that when we start XP from a cold start (i.e. the computer has
been off for several hours) it boots in a reasonable amount of time (less
than 2 minutes). However if it is restarted or we shut it off and start it a
few minutes later it takes between 10 and 30 minutes to boot. Is this issue
familiar to anyone?
