Restart With The Mouse Arrow Problem.????????

If I need to "Restart" or "Reboot" from the Start button on my XP Pro
and place the mouse cursor on the Resart button, my computor shuts down
Windows, blanks the screen to black, but does not restart or shut off
the computer.
The computer is still running as if in Hibernation, and I have to Hold
the Power button in to shut it down manually.
It will then start normally from the Power button.
MS has NO clue.
Help,

You have a program, driver or something not shutting down properly. To find,
shut down things manually until the shutdown occurs properly.

for starters
I'd try the article on extending shudown time.
ntbtlog.txt (if the boot log option is enabled) may show where things quit.
See the Help system "boot log" information.
It may be that something like a NIC driver or Sound card driver is involved.
Shared devices such as a printer may also be related to the problem. As
others mentioned , a driver is usually at the core of the problem.
