Restart Problem w/XP Pro. Help!!!!!!!!!!!!!!!!!!!

If I shut down and choose "restart", the computer closes like it is
supposed to, and the screen goes black and the monitor shuts off.

But the computer is still runnung and will not automatically reboot.

I have to hold the power button in until it shuts off, and then manually
power up. What gives anyone.
