After a fresh start-up (re-boot) I am required to enter a password which
takes me directly into Administrator account. I would like other users to be
able to access there user accounts without having to aply a password just to
get to the accounts log-in page.

Question:
Is there a way to go directly to "User accounts" log-in window after a fresh
re-boot or from "power on"?

Mark, you have the cart before the horse. When you re-boot , the first screen
appears will show All accounts that are in the computer, that's your login
page. From there, people can login to their own accounts with their own
passwords.
Now I have trouble understanding your question. Do you want your users to
get into their accounts WITHOUT entering the passwords ? If yes, it's easy
to do, although you have better understood the ramifications. It's like I
have your bank card and pin #s. But, if that's what you want :-
1. open Control Panel , click USER ACCOUNTS & FAMILY SAFETY
2.under USER ACCOUNTS , click CHANGE YOUR PASSWORD
3.on the left of the window, look for REMOVE YOUR PASSWORD, click that
4. you will be asked to enter the current password and then click REMOVE
PASSWORD
That's for 1 account. Repeat step 2 to 4 for each subsequent account.
I'm still puzzled by your question.
