restart/memory dump hell

My granddaughter was playing on a Disney site when a BSOD appeared. I
was able to write what I think was: invalid call error? 0x000000c2,
(0x00000007),(0x0000000cd4),(0x028e0006),(0x8926ab98). Then a memory
dump went to 100 and a black screen. Now the XP with SP2 system will
no longer restart. It will shutdown fine, but no restart. I have to
hit the cold boot button on my computer case to get it to restart.
I tried system restore but even though my settings are set to
12% all restore points were gone. I read a post suggesting UPHClean so
I downloaded it. It seems to be working as Event Viewer says it has to
remap avp.exe and MsMpEng.exe. Not sure what it all means, but it says
these were interfering with unloading my profile. I used task manager
to stop these processes but no help. Still no proper restart.
So, to sum it all up, when I do something that requires a restart I
must shutdown completely. Wait a minute and then turn computer back
on. When it does a restart, such as right after CHKDSK /f /r, it will
shutdown but I have to cold boot to get it back up. ( I also did
chkdsk right after the problem started but no help).
Does this sound like I need to do a repair install or hardware
replacement? TIA

I solved the restart issue..... I removed Windows Defender from
my system and windows restarts just fine again. Perhaps it was the
latest download?? I'm wondering now if I still need UPHClean?
I suspect the System Restore issue, (losing all restore points),
was caused by the memory dump? Anyway, restart problem seems solved.
