Restart Failure!

Machine will not restart if the restart icon on Start/
shutdown menu is used. Same thing happens during a
software installation that requires a reboot. When in
this state the manual restart button becomes ineffective.
The machine will only restart (at these times) if the
power supply switch at rear of case is turned off and on.
Any Ideas?????
