"Restart" doesn't work; just turns off computer

Clicking Restart just turns the power off. It's been happening for sometime
and I can't correlate it with any recent downloads or find anything in the
references on shutdown problems that seems to relate to this specific form
of the problem.

Suggestions as to possible cause and cure will be greatly appreciated.

Yes, I saw that one and several other similar references. But, as I wrote,
that's not my problem. I can't restart if I want to. The Restart
function doesn't work. Clicking on Restart just turns off the power, just
as if I clicked on Turn Off.

And as I said, none of the references I've seen talk about that specific
problem. Would you know of any?
