Restart button still doesn't work

With a couple of exceptions the Restart button hasn't worked since I started
using XP. It just turns off the power the same as the Turn Off button.

I have found and been given many references here that dealt with shutdown
problems, but none of them were of help with problem I described. The
Restart button still doesn't do anything but turn off the power.

Still hoping someone has an idea re possible causes and solutions.
