Resizing Pictures for E-Mail

Up until two weeks ago. the "resize my pictures" window appeared when I selected "e-mail this picture" from the task bar on the left hand side of the My Pictures screen. Although my pictures are slightly reduced in size, they are no longer optimized as they were. Does anyone know how to get this window back? (Dell was unable to help.) BTW, Outlook Express is my default mail. Thanks.

posting my question, I went back to earlier postings,
noticed that you were very knowledgable, searched your
name, found a similar question and your response (same as
the one you sent to me), tried it and it worked. I (and
