What are the best ones?

I would need that clicking a link in the browser opened a new window,
rather than my default browser. I would like tabs.

Tabs are a GUI thing. A text-only browser is going to show everything
in a text-only format -- check out Lynx and you will see. I think
there's another one out there, too, but I can't recall the name right now.

The newer text-only browser is LINKS. It is available for Linux and
for Windows.

You have to hunt a bit for the Win32 d/l, but it is there.

A win32 version is here, but it's old and unsupported:

IMHO a better alternative is cygwin+rxvt+links:
<http://www.cygwin.com/>

Be aware that cygwin is Unix-like and that make it hard to
configure/setup for casual users.

I downloaded it last night; and a quick check shows the win32 link to
stilll be up and working. Like I said, you have to look for it.
