Any freeware version with the functionality of Mapedit?
Mapedit is an imagemap-editing program. Mapedit adds client-side
imagemaps to web pages, simply by opening the page, selecting the
image, and drawing rectangles, polygons and other shapes.

I can remember when that program was nonag shareware, virtually
freeware. At any rate, here's what I found:

so it's probably a good one.
