Using FP2003, when I generate a report to show problems with hyperlinks, I
get a massive number of Status=Unknown listings, most of which have
perfectly valid links (external URLs).

Q1. Why does FP report them as "unknown"?

Q2. Is there a secondary action which could resolve the issue and clean up
the list of problems

Any other suggestions would be most welcome

Unknown hyperlinks are, as you say, external links. They have "unknown"
status because FrontPage knows nothing about them - they may, or may
not, exist.

If you click the Verify Hyperlinks button (near top-right of report
pane) FrontPage will go onto the internet or network and check these
links. However, do not be surprised if some working links are reported
as broken - some servers will return an error in response to FP's probe.
Broken external links should be checked with a browser.
