"Report in Design view" failed!!

Hi, i am IT administrator, and please help me.

We installed Office 2003 last week, And all users started
complaining.

When I double-clicked "Create Report in Design view",
nothing happened. It gives me an error that
saying "cannot create report"
Why???????????

I reinstalled Office 2003 many times,
nothing changed. i set security to low,
but it is the same result.

No Office SP1 installed. (I installed it on one PC , but
nothing changed.)

How can I do?????????????/

Please help.
