Can I get this as a default format in Outlook 2007 when I reply to messages?

That's the "attribution line" (it attributes to whom the quoted content
belongs). It is defined in the e-mail client. Some e-mail clients let
you create or modify what attribution line it will use. Most don't.
Similarly, some newsreaders let you define what attribution line to use
for quoted content but many do not.

I don't recall that Outlook lets you define or modify the attribution
line (but then I'm back on Ol2002 and someone using OL2003/2007 might
know of an option in those newer versions). It may require the
installation of a 3rd party add-on (or your own VBA macro) to modify
what Outlook uses for its attribution line.
