Reply Cursor Location

Have a user using Outlook 2003 on a Win 2k Terminal Server with a
strange problem. When he replies to an email, his cursor remains in
the 'To Field' rather than jumping into the body of the email.
Although this isn't an 'end of the world' issue, it's annoying that he
cannot just start typing his reply without first clicking into the
body of the email. I have no other users with this issue, and they
all log in to the same Terminal Server. I see other posts describing
the problem, but none with a solution. Any thoughts? TIA
