Replication Between Parent and Child Domains

I have a tree with one child domain. Currently, there is
only one domain controller for the child domain. Can
anyone tell me if the domain data, such as user IDs and
passwords is replicated to the parent domain controllers
and can act as a DC for the child domain if the DC in
that domain should become no longer available?

No. The Domain Directory Partion is unique for each domain and will only be
replicated to Domain Controllers in the particular domain.
