Replacing missing files

hi,
When we click on "Winnt32.exe" to get to setup files we
get the following error message"

Windows Setup
Thr option to upgrade will not be available at this time
because Setup was unable to load the file "C:\i386
\WINNTUPG\NETUPGRD.DLL".
The system cannot find the file specified.

Does anyone know how to reinstll this missing file?
We have Windows XP Home preloaded on our computer so we do
not have a Windows XP CD. We do have a Recovery Partition
on our hard drive and also two Product Recovery CD's from
IBM.

We tried running the system file checker but that didn't
help.
