rename non-ASCII file

is there any way to rename non-ASCII filename without having to rename
every file by hand?

i have a lots of files that look like that oLoìo 245.JPG,.Êe¸Ö°Ò_0.jpg
my picture viewer wont run these file unless its ASCII. renaming
everyone of these is very time consuming (500+ files)
