ascii codes not working

I would be extremely thankful if someone could help me. My computer
has stopped recognizing ascii codes (to insert special characters in
text files, email, etc). More specifically, after a fresh restart, the
computer recognizes the ascii codes, however, after I open Internet
Explorer 7 or Windows Explorer, it stops recognizing the ascii codes. I
have not changed (knowingly) any settings in my system. I am running
Windows XP (English, Home edition). Any help would be greatly
appreciated.

I have just loaded IE 7 and ascii is still working fine?? Not sure what u
would check for that one!
