Removing "read only" attribute on folders?

I've a dual boot system, Win98 and XP. XP is in a separate NTFS partition. I
cannot remove the (XP) read only attribute of system folders, it appears to
be cleared, but when you view the folder properties once more, read only is
ticked.

I've tried in safe mode and I'm the admin, but still no luck.

I have read the Microsoft support comments on this problem, their 'solution'
doesn't work on my system. I've seen other posts on this matter, which
haven't been successfully resolved.

Can anyone suggest on how to remedy this problem?

Posts here indicate that READ ONLY on XP folders is unchangable, and
essentially meaningless. The files within those directories can be changed.
