Removing Internet history using Norton System Works

I am using Windows XP Home, Internet Explorer 6.0 and
Norton Systemworks Pro 2004. When I try to delete
Internet history using Norton fast cleanup, it will not
delete. Norton says the problem is with the index.dat
file and needs to be removed. So far, I have found no
way to remove this file from Windows XP. Is there a
Knowledge Base for this or has someone an answer?

This file cannot be deleted while Windows is running. The procedure is described below:

Delete the History folder and index.dat:
