Removing corrupt XP History Index.dat file

My Norton/Symantec "Fast & Safe Cleanup" still shows
Internet History remaining, even after cleaning.

The company states:
"This problem is usually caused by a corrupt Internet
Explorer index file."
They also claim:
"Because there is no method for restarting Windows
NT/2000/XP to a DOS command line, this situation is more
complex for those operating systems. Without the ability
to start in DOS, the operating system maintains the file
in an "open" state, preventing its deletion. For this
reason, contact Microsoft customer support for assistance
in removing the Index.dat file in Windows 2000, Windows
NT, and Windows XP." PLEASE HELP..... Thanks! -Tom
