Remove software

I have a HP laptop with Windows XP. There are two Users, both of which are
listed as Administrators. I wish to Remove some software. When I try to
remove the app from one User I receive a Setup.EXE error message. When I try
to remove the app (Google Earth V. 3.X) from the other User I receive a
message that it was installed by another Administrator and can't be Removed.

How do I Remove Google Earth from my laptop? I have tried Google Support but
no help from there (so far).

I don't know how to correct the issue, but a workaround might be to remove
the software from the built-in admin account in Safe Mode.
