remove games

I have several different versions of Win2k.
Some of them allow me to restrict the users from accessing
games.
Others seem to allow games no matter what.
I can delete the games from everywhere including i386 and
they still come back
when I type sol in the Run box.

Any clues how I can lock the games away from the users?
