remove block of a program

hello all,

i try to remove the blocking of one of the downloaed exe, by

1) right click on the exe
2) click on properties
3) click on unblock button. the unblock button become disable (gray)
4) click on Apply

however, again i right click properties. i realize the unblock button
is enable again.

how can i permently remove block of a exe program?

I don't think the Unblock button is going away for any file that Vista
determines that the file was not made by you, with software running with the
Vista O/S running on your computer, a foreign file that came to your
computer from another computer.

If you have clicked the Unblock button, then Vista should allow the program
to run if you are executing the program.
