Remove Ballon Pop up Message in Tray Area

I have an annoying ballon message "Devices or applications disabled. ‘CD
Recording Software’ will cause windows to become unstable. Windows has
prevented these drivers from loading. Click for more details."

When I click on the MSG, it goes to Windows Help and Support Center page
with the following:

1) Contact Roxio

I am using a old HP CD writer which came with Roxio 4 and I have removed it
thru Add/Remove program. Also I have deleted all entries from Registry with
Regedit.

How do I get rid of this message ? There is no reference to it by StartUp
when I review thru MSGCONFIG.

May be it is coming out of ‘Error reporting services’ or ‘Help and Support
services’.
The uninstall is of Roxio is not clean and had left some values for some
trigger during to startup?

Any help will be appreciated.

Save the file below to your hard drive. Navigate to where you saved it and
double click the file. A confirmation dialog will appear when the script is
done. You may need to reboot for the change to take effect.

THANK YOU PATTI!!!!!! I HAD THIS BALLON FOR ABOUT 4 MONTHS EVERYTIME I
STARTED UP MY COMPUTER. I BEGAN TO DETEST IT AND TRIED EVERYTHING TO GET RID
