Removable Storage Manager - No Interfaces Have Been Registered

I have a customer with 2000 Server that is using a Travan 40GB tape drive and
MS Backup for backups. Recently the backup stopped working and when I tried
to look at the tapes and tape drive under Removable Storage Manager in
computer management I received the error "No interfaces have been
registered." The drive shows up fine in Device Manager, I have used Travan
diagnostic software to successfully do read and write tests on the drive, and
I have verified the Default Impersonation Level is set to Identify via
Dcomcnfg (MS Article 299943). What can I do to fix this?

Unfortunately I had already tried the article's suggestion and was
unsuccessful. Thank you. Do you or anybody else have any other suggestions?
