Remote Desktop to outside server

Another agency wants 2 of our network users to access a database on their
server by using Remote Desktop to get in. There is no VPN or other secure
connection. The other server lets me or anyone see the entire network.

I am concerned about what I am opening our network up to with this. Should I
be? Any thoughts or comments would be greatly appreciated. Thanks.

Yes you should be concerned, if your going to be doing this you should
create a VPN tunnel using IPSec or similair, from what I know, remote
desktop uses no encryption. On your firewall you should aso allow
access from the specific address the users are coming from and block
everything else on these ports.
