Below is the info as to how it can be solved. It is straight from the

CAUSE
=====
This problem may occur if either of the following conditions
is true:
- You install Service Pack 1 (SP1) for Windows XP, and then use the
System Restore feature to restore Windows to a state before the
installation of the service pack.
- You install SP1 for Windows XP when Windows XP Home is installed and
then you upgrade to Windows XP Professional.
The System registry hive is not correctly restored to the
Windows registry after you restore Windows.
RESOLUTION
==========
To resolve this problem, reinstall SP1 for Windows XP. If
the problem is not resolved, make sure the Telephony, Remote Access
Connection
Manager, and Remote Access Auto Connection Manager services are running.

I am attempting to install software from my ISP in order to connect to the
internet. When I do I am told that I must install remote access service. I
go to the remote access connection manager and see that it is turned off. I
right click and press start and I am told that there is a Error 5 Access
