Remote access denied Error 5

am attempting to install software from my ISP in order to connect to the internet. When I do I am told that I must install remote access service. I go to the remote access connection manager and see that it is turned off. I right click and press start and I am told that there is a Error 5 Access denied. I am the only computer administrator. Who or what is denyong me, and why? I need the ability to connect to the net. Yourr assistance would be greatly appreciated.

PS. Coinciding with this problem is a notice on first signing on that \\.\DRI_KBFiltr...The system can not find the file specified.

Doesn't sound like a problem with the OS. Contact your ISP.
