Reloading from floppy

I have just had a new hard drive installed by the makers
but I can't get the download from a floppy to reinstall
it can't find the programme to which it can reinstall

do you mean you want to reinstall windows? Can you boot
from the cd? You might need to set this in the bios
settings by pressing del or f2 at the bios screen.
