"relay access denied" randomly prevents e-mails, I don't know why

Microsoft Office Stnd, 2007: I am randomly prevented from sending e-mails in
my microsoft outlook account and the message that is immediately sent is
"relay access denied".
I don't know if it is something in my settings or what. Sometimes, later in
the day or the next day it will send. It has nothing to do with the internet
not working, it is always working.

Configure the e-mail account in Outlook to authenticate to your SMTP
server.
