Why are we getting a 553 Relaying denied message?

More times than not lately when we try an send an email message or response,
we are getting the message kicked back with a 553 relaying denied message.
Can anyone tell me why we are getting this message and what to do about it?
We are at our wits end with this. It doesn't have any particular patten that
we can see, nor does it happen with the same addresses. Sometimes we are
trying to send an original message when we get it and sometimes we are
replying to one sent to us, but it's ALWAYS the same 553 relaying denied
error message.

When you post in here, always include your version, SP level, and mode (if
applicable) of Outlook - you can find this information in Help | About. Also
include the type of mail account(s) you use and any other pertinent details.
Be sure to put a consise summary of your question in the subject line, and
the full details in the body of your post.

Sounds like you need to authenticate to your SMTP server - beyond that, I
suggest you call your ISP or whomever manages the SMTP server you connect
to.
