You can reinstall and reactivate as often as you want to.

There's no limit to the number of times you can reinstall and
activate the same WinXP license on the same PC. If it's been more
than 120 days since you last activated that specific Product Key,
you'll most likely be able to activate via the Internet without
problem. If it's been less, you might have to make a 5 minute phone
call.

No, that's not correct. You can reinstall and reactivate as often
as you want to, *regardless* of how much the hardware changes. If
the hardware changes significantly within a 120-day period, you
may have to reactivate by telephone, rather than over the
internet. But that's no problem; it's quick and easy

And if yours is a retail copy, not OEM, you can even change
*everything*--take it off the old computer and put it on a
completely new one.
