Reinstalled WinXp, now can't access old User Folder

I had a user that was experiencing problems with Windows XP. I ended up
attempting a reinstall of WinXP over the old one. And, so far, the problems
seem fixed.

However, the previous users (Administrator, All Users, and "The" user), were
all recreated. So what I'd like to be able to do would be to "port" those
settings, etc. over to the new ones so I don't have to reinstall everything.

My biggest problem is that the primary user has ALL of their settings,
documents, email, etc. "locked" in the old User directory.

At the very least, I'd like to be able to "unlock" that directory.
