I had created a new contact folder listed under 'contact'.. I had to
reinstall Outlook. I HAD BACKUPS.. When I restored my backup, that folder was
not there any longer and I had about 15-20 people in there.. Any ideas...
Does it only backup the specific folder 'contacts'...??

Don't restore your backup. Reuse the PST where you added the contacts. See
http://www.howto-outlook.com/howto/backupandrestore.htm

I used the backup addon that goes with the outlook program.. the article
explains backing up and restoring, similar to copy... Does the utility not
work properly?
its not such a big deal, I can rebuild it in time, but it is just
disappointing to have to waste the time again..

All the utility does is copy the PST. Its advantage is that it reminds you
to perform backups in a regular basis. While I use PFBACKUP to create PST
backups, I would never use it to restore one of those backups. It may work
fine, but I prefer to have complete control over how the restore is done.
That way I can guarantee the restore environment and that the steps are
performed in the correct order..
