When you did the repair install what was the service pack level of the cd
you used? The only way to run a repair install is if the service pack
levels on the hard drive and the cd match. If you were at service pack
level two on the hard drive and did not uninstall SP2 first then the cd must
already be SP2 and you do not have to intall SP2. If you did uninstall SP2
before doing the repair install then try booting in clean mode and trying
the SP2 install that way.

You might want to take a look at this article.

You receive an error message when you try to install Windows XP Service Pack 2
or Windows Server 2003 Service Pack 1: "Access is denied"

Good luck

It might be a security program blocking the Registry changes it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
Kaspersky
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.

His complaint is that you didn't crosspost, you multiposted.

And your thread in WU newsgroups tells us that you're attempting to install
SP3, not SP2, in which case...

Error message when you try to install WinXP SP3: "Access is denied" or
“Service Pack installation did not completeâ€
