Registry setting for where applications open?

Does anyone know of a setting where I can turn off the ability of
applications to remember their last location and always just have them
open in a default place? I'm using two monitors & two video cards, and I
don't want applications opening on the right hand screen even if that's
where I last closed them.
Any advice appreciated,

Each app stores its own settings in HKCU under "software" in its own
particular key.
