Registry Editor, does two control sets cause hardware failure?

I currently have a CD-RW drive, a scanner and a floppy
drive which do not work. I notice that in my registry
editor in: hkey local machine > system. I have
controlset001 and controlset002. Is this normal? Does it
mean two users? Can it be causing a conflict with my
hardware?
