registry 19 error

When I attempt to install my DVD ROM drive in my IBM
Thinkpad laptop the device manager reports a registry 19
error. I do not understand this? I have installed two (2)
new drives now with the same result. Is this a BIOS
setting that is not correct or another problem. Thanks for
any help.

There are some other articles at MS but I will guess it may be the
"UpperFilters"/"LowerFilters" thing. Please post your solution.
