cd-rom missing, code 19

Hi All,
I added a hard drive and found that my cd-rom and cd-rw is
missing in Windows explore. Device manager show code 19,
your registry might be corrupted. I tried to uninstall
and re-install both cd-rom and cd-rw. Same problem occur.
Could any one give me some advice how to fix it?
