Error code 19 on Mouse and Keyboard

We have an IBM server that we are having issues with the mouse and keyboard.
The system will boot fine, but when it gets to the login screen the keyboard
and mouse will no longer work. We had to remotely install VNC to gain access.
We have tried the following things with no resolution
1. Tried different mouse and keyboard. Both PS2 and USB. No
2. helpLogged in via VNC and uninstalled the problem hardware (Mouse and
Keyboard have error code 19). Restarted - no help
3. Looked in Registry for any Upperfilter, lowerFilter setting pertaining to
keybaord or mouse. No help


Any ideas would be greatly appreciated.
