register tweak for accessing files in a folder question

Everytime an application opens a window where I can "select" a file it is
always in the wrong mode. I would like to tweak the registry so anytime a
program or anything esle ask me to select a file or browse for a file the
listing of files show with details as the selected viewing mode. This way I
can select to show the files with the newest showing first.
Is there anyway to make windows XP pro do that? This is not explorer I'm
talking about...I understand how to do that. This is when any application
as you to open or select a file from the hard drive.

This can be done if the files are at system level.
