regional settings

hellow!
I have an XP Embedded sp2 image.
I added the "regional and language options" component.
After the XP Embedded boots up,
when I open the regional settings from the control panel, I can change the
date and time, but the
"change the format of numbers,dates and times" option does not work.
If any one know which component I should add for this to work.
