Regional settings in Oulook 2002?

Where in Outlook 2002 do I indicate my location such as country settings? So
that phone numbers entered default to US format.

Thank you for your help, always.
 
Outlook uses the settings from Control panel, modem options.

Outlook gets it from the modem's location properties.
