Regional Settings for every user

We are having a problem where every user the logs into
Windows 2000 server gets their own regional settings. The
default regional settings is US and we need it to be
Australian. The user does not see a desktop and cannot
change their own settings. Can anyone help with making
the one regional setting apply to every user.

theres are three settings to set people often only set two of
them ...

Control Panel
Regional settings icon

1:
General tab
Your locale
eg English (United Kingdom)

2:
General tab
Set Default
eg English (United Kingdom)

3:
Input Locales
Add
eg English (United Kingdom)

Remove
any US input locale
