regedit system control set

trying to remove all files from norton sytem works and vir...went in to regedit and del all norton files (per Norton) but cannot delete files in (system control set 001, 002, 003 files). access denide...what are they and how would i del the files in them. I am installing new program and it will not install without completely remove all old files.
